The City of Charlotte Finance Department is seeking a Legal Coordinator in our Procurement Office. Under the direction of the Chief Procurement Officer, this position is responsible for managing and administering legal reviews, contract development and negotiations, developing performance and risk mitigation strategies, and supporting protests and public records requirements, associated with competitive bidding activities in compliance with City of Charlotte policy, and local and state guidelines.
The Legal Coordinator supports City Procurement staff comprised of procurement officers and support staff and is responsible for performing the first line of response in legal reviews and acting as a liaison between City Procurement and the City Attorney’s Office.
In collaboration with the City Attorney’s Office, the Legal Coordinator provides legal oversight and coordination for City procurement processes and documents related to the acquisition of technology, goods, commodities, equipment and services.
The Legal Coordinator provides a high-level of legal, administrative, and professional work and requires a level of confidentiality of both written and verbal information.
Major Duties and Responsibilities:
Responsible for performing the first line of response in effectively managing and administering legal reviews of all City Procurement documents to ensure stringent risk mitigation and adherence to statutory requirements
Provides consultation as needed and in collaboration with the City Attorney’s Office in order to facilitate procurement and contracting decisions, as well as the development of requirements, technical specifications, and scopes of service for all related projects
Develops solicitation documents to include Request for Proposals (RFP), Invitation to Bid (ITB), Request for Information (RFI), Request for Qualification (RFQ), and other solicitation documents as required
Develops and negotiates contracts, service level agreements, professional services agreements, master services agreements, Memoranda of Understanding (MOU), Memoranda of Agreement (MOA), interlocal agreements, amendments, addenda, extensions, letters of cure and default, and all other official contractual documentation as may be required
Develops and maintains contract documents and modifies legal terms and conditions contained in the City’s solicitation, contract, and purchase order templates
Develops performance and risk mitigation strategies, and supports protests and public records request processes
Ensures legal and ethical observance of all state statutes and guidelines along with best business practices on all formal and informal procurement processes
Manages more complex legal issues in collaboration with and under the direction of the City Attorney’s Office to ensure all legal issues are handled efficiently, and in compliance with statutory requirements and City policies
Performs in-depth research, fact finding, and other due diligence as may be required to support project requirements and contracting strategies, and makes recommendations to Procurement Management and City Department staff related to Procurement and Contracting activities
Interfaces at all organizational levels to accomplish City procurement and contracting objectives with the goal of recommending process improvements, initiating cost saving measures, and securing best value products, solutions, and relationships
Provides procurement consulting to all City departments as needed relative to commodities, services, and technology projects and/or special procurement programs available to City departments for utilization
Works collaboratively with internal partners including but not limited to City Attorney’s Office, Clerk’s Office, Internal Audit, Risk Management, Finance, Budget, and Manager’s Office to ensure that all aspects of procurement activities are carried out in an appropriate, legal, accurate, and fiscal-minded manner
Stays abreast of and well versed on all applicable state and local procurement statutes, regulations, and policies
Assists with policy development and implementation, process and procedures development, and implementation through training and change management
Acts in a lead capacity regarding support and attendance at City Council meetings to include the development and review of agenda items, agenda preview sessions, agenda review sessions, all internal preparation sessions, and protest challenges, and responds to Council and Commission concerns, questions, or requests for additional information
Assists with procurement training as needed on policy, process, systems, and specialized and/or unique training as may be requested from time-to-time by customer departments within the City
Supports the inclusion of goals and targeting initiatives in procurement and contracting opportunities for the Charlotte Business Inclusion Program (CBI)
Consults with staff and customers to ensure the inclusion of clearly defined specifications and contract requirements, as well as performance and risk mitigation plans
Represents the division, along with others in leadership roles and meetings as may be appropriate or required from time to time
